REGULATIONS – FunSports CUP 2026 – Brașov, 12th Edition
The International Junior Handball Tournament – FunSports CUP 2026 will be played in accordance with the rules and regulations of the Romanian Handball Federation (FRH), EHF, and IHF, adapted to the local situation and organizational resources.
TOURNAMENT DATES:
- August 20–23, 2026 – MiniHandball & BabyHandball
- August 26–30, 2026 – Jr. I, Jr. II, Jr. III & Jr. IV
AGE CATEGORIES:
- Jr.I / U18 – born 2008/2009 or later
- Jr.II / U16 – born 2010/2011 or later
- Jr.III / U14 – born 2012/2013 or later
- Jr.IV / U12 – born 2014/2015 or later
- Jr.V / U10 (MiniHandball) – born 2016/2017 or later
- Jr.V / U8 (BabyHandball) – born 2018/2019 or later
TOURNAMENT FORMAT:
- Based on the number and level of registered teams, groups will be formed, and matches will be played in a round-robin format, followed by semifinals and finals.
- Each team will play at least one match per day.
MATCH DURATION:
- Jr.I M/F: two halves of 25 minutes with a 5-minute break
- Jr.II M/F: two halves of 25 minutes with a 5-minute break
- Jr.III M/F: two halves of 20 minutes with a 5-minute break
- Jr.IV M/F: two halves of 15 minutes with a 5-minute break
- MiniHandball & BabyHandball M/F/Mixed: two halves of 10 minutes with a 3-minute break
TEAMS:
- Registration requires a nominal list with the names of players and staff.
- The final list of players by age category must be submitted upon arrival and registration. Only listed players may participate in matches.
- Each team must have at least 12 players. While there is no upper limit on the number of participants, only up to 16 players can be registered per match on the match protocol sheet, with names and jersey numbers clearly indicated.
- Players cannot play for another team other than the one they are registered in, even if belonging to the same club. Player circulation between teams of the same club and age category is not allowed.
- Upon request, players must present identification documents before the match.
- Each team must have its own coach.
COURTS AND BALLS:
- Matches will be held in certified sports halls.
- Ball sizes:
- Size 3 –Jr.I and Jr.II male
- Size 2 –Jr.I female, Jr.II female, Jr.III male
- Size 1 – Jr.III female, Jr.IV male and female
- Size 0 – MiniHandball and BabyHandball
REFEREEING:
- All matches will be officiated by referees appointed by the organizers.
- The referee is the highest authority on the court and has full rights to suspend or cancel a game if any negative or violent behavior is observed.
- Matches are led by invited international referees and referees delegated by FRH and EHF; all match sheets are reported to FRH.
Special Situations:
- If a match already started is suspended due to force majeure or reasons beyond the organizers, the result at the time of suspension will be considered final.
- If the match does not start, it will be rescheduled as determined by the organizers.
- Before the first game of the competition, each team must take an official group photo for the tournament archive.
MATCH SHEET:
- Up to 16 players may be registered with names, birth year, and jersey numbers clearly indicated.
- 15 minutes before each match, team representatives must present players’ ID documents on request (original birth certificate or certified copy, student card, ID card, passport, or player license).
EQUIPMENT:
- Teams must wear jerseys with numbers on the back, all in the same color, and numbers must match those on the match sheet.
PUNCTUALITY:
- Teams must be ready to play at least 30 minutes before the scheduled start.
- If a team is not present at the scheduled start, they have 5 minutes to take the field, or they lose the game 10-0.
- Matches may be rescheduled if absence is justified to the organizers.
SANCTIONS – DISCIPLINARY RULES:
- Depending on the referee’s evaluation and the severity of the offense, sanctions recorded on the referee’s sheet include:
- Warning (yellow card) for the first unsportsmanlike conduct.
- Two yellow cards lead to a 2-minute exclusion.
- Direct 2-minute exclusion for certain offenses without prior warning.
- Direct red card leads to exclusion for the rest of the game; the team plays 2 minutes with one player less, then substitutes a player.
- Only official match results count toward the standings.
CONDUCT RULES:
- Teams displaying violent behavior (protesting referees’ decisions, aggression towards opponents or organizers, etc.) may be immediately excluded.
- Exclusion cases will be reported to the respective sports federation of the club or player.
- Coaches and team officials are responsible for their players’ conduct towards referees, teammates, opponents, spectators, organizers, and sports facility property.
- Organizers will inspect locker rooms with team delegations before and after each match.
- Teams and individuals causing damage to sports facilities will be held responsible.
REGISTRATION:
- Teams are registered upon payment of the participation fee and 20% of accommodation and meal costs.
- After registration, teams must promptly send the player list to the organizers.
- Player lists must include club stamps and be approved by a sports physician.
PROTESTS:
- Protests or complaints must be submitted in writing at the central tournament office or to the field official within 30 minutes after the match.
- Protests against referees’ decisions are not accepted.
- Protesting teams must present original birth certificates plus student cards, passports, or player IDs.
- A fee of 250 RON is required for a protest, payable at the central office.
- Protests will be resolved by the end of the competition day.
ORGANIZING COMMITTEE:
- The Organizing Committee meets daily to analyze incidents.
- All committee decisions are final and must be accepted by all participants.
- The committee reserves the right to modify the schedule, group composition, match times, and venues.
- Changes will be communicated promptly to team representatives and posted on www.funsportscup.ro with live results.
CERTIFICATION:
All athletes must have:
- FRH/AJH license card, ID/passport, birth certificate/student card
- Medical clearance/medical certificate
All teams must have:
- A list of players with birth dates
- Medical certification from a sports physician
- Two sets of uniforms
- At least one ball
- A club authorization letter naming a responsible contact person for protocol compliance
- A declaration from the club’s legal representative acknowledging and accepting the medical protocol and tournament regulations
- GDPR, labor protection, and fire safety declarations
Upon request, certification must be presented before matches.
RANKING CRITERIA:
- 3 points for a win
- 1 point for a draw
- 0 points for a loss
Ties between teams will be broken by:
a) Points in direct matches between tied teams
b) Goal difference in direct matches
c) Most away goals in direct matches
d) Goal difference in all matches
e) Most goals scored in all matches
In classification matches, if the score is tied, the winner will be decided by a shootout from 7 meters, with 5 shots per team. If still tied after 5 shots, the shootout continues with one shot each until one team misses and the other scores.
All rankings will be decided during the tournament.
ADDITIONAL RULES FOR Minihandball & Baby Handball categories:
· Reduced court, 4+1 players. Two halves of 10 minutes, no time-outs.
· No scores are kept. The event is festive, with prizes for all participants.
· The game is adapted for the age group, with focus on movement and fun.
· Penalties are symbolic – the player is replaced for 1 minute.
· All players on the team must participate actively.
· The ball used is size 0, suitable for children, soft, light, bouncy, and easy to catch to ensure a safe game.
· Use of talcum powder (clister) by players is not allowed.
· Spectators are encouraged to cheer only with free chants (no profanity or inappropriate language) and applause. Noise makers (drums, vuvuzelas, etc.) and amplification devices (megaphones, portable speakers, microphones, etc.) are prohibited.
· Refereeing (for explanation and guidance) will be provided by AJH Brașov or volunteer referees/teachers, with one or two referees on the field and one or two at the official table.
· Coaches/teachers of the playing teams cannot referee.
· All participating players will receive a diploma, a medal for 1st place, and a personalized T-shirt.
MANDATORY DOCUMENTS:
· Nominal list of players and staff, approved by club management.
· Copies of birth certificates / ID / passport / player license.
· Medical clearance / medical certificates / nominal list signed by the sports doctor.
· Parental consent for minors.
· Declaration of responsibility signed by the coach/delegation leader.
INSURANCE
All team delegations must have insurance for their players, valid both inside and outside the playing areas, and present proof at the tournament’s central office. Organizers are not responsible for injuries, illnesses, or loss/theft during the tournament.
BEHAVIOR:
· Fair play is required from players, coaches, and supporters.
· Unsportsmanlike behavior from parents or spectators may result in sanctions against the team.
· Violent or offensive behavior results in exclusion from the competition.
· Organizers provide basic medical assistance at each venue.
· Each team is responsible for respecting the published competition schedule.
· Organizers reserve the right to modify the schedule in unforeseen circumstances.
· By participating, teams consent to video/photo recording for event promotion purposes.
ACCEPTANCE OF CRITERIA
Teams registered for the International Junior Handball Tournament – FunSports CUP 2026 understand and accept the regulations created by the organizers.
Teams displaying violent behavior, protesting referee decisions, showing harshness toward rivals, or protesting against organizers may be excluded immediately. All exclusions will be reported to the federation associated with the club or player.
Coaches and official representatives are responsible for players’ behavior towards referees, teammates, opponents, public, organizers, and sports facility equipment (lockers, benches, etc.).
Teams, delegates, and individuals causing damage to sports facilities are liable for repairs or replacements.
Matches take place simultaneously at different locations; therefore, each team must have its own coach.
